The First International
CONFERENCE ON FUTURE ENERGY
(COFE) 4/29 - 5/1/1999

The race for new, possibly free energy is really heating up. It's no secret that the first country or corporation that discovers how to tap the next level of energy-producing technology (decentralized, clean & limitless) will win big in the 21st century. Cars powered by emission-free hydrogen fuel cells seem just around the corner, nuclear batteries that run strong for ten years are already here. But the world's thirst for cheap petroleum knows no bounds and the public and private sectors of society are finally realizing that burning fossil fuel is killing the planet and the creatures that inhabit it, including us. It will take a medley of energy systems to wean us from the internal combustion engine and its associated negative environmental impact.

In the spirit of the coming millenium and in the hope that public awareness and support will help fuel the search for clean alternative energy, the First International Conference on Future Energy (COFE) was held in Bethesda, Maryland (USA), from April 29 through May 1, 1999. The event was hosted by the Integrity Research Institute, a nonprofit corporation dedicated to energy research, future technologies and public education. IRI research projects include energy generation, propulsion, communications and bioenergy.

Pre-conference literature stated that "COFE is the culmination of 19 years of collaboration with top scientists in the breakthrough technology of free energy. The theme of COFE is the concept of alternative energy illustrated by a presentation of systems, models, machines, prototypes, and commercial products that offer to solve the environmental impact of fossil fuels by avoiding their use. These technologies hope to demonstrate sources of free and unlimited energy which require only an initial capital investment, amortized over 15 to 20 years in many cases."

IRI believes that the answer to global warming is to replace and retrofit current technologies with alternatives that have comparable or better performance, but do not

emit carbon dioxide. It's a noble goal and one that drew researchers, inventors, and futurists from around the world to share information and ideas. Many of the COFE speakers possess an altruistic philosophy when it comes to new energy sources that will benefit humankind and the environment, and freely post their laboratory results and data on the Internet, or will gladly share information by mail with interested parties.

Ironically, this well-attended conference on future energy got off to a rocky start when an overloaded circuit breaker played havoc with the PA system and temporarily shut down the audience's video monitors and the podium microphone. But COFE organizer Thomas Valone had been through too much to let anything stall the forum now. Encumbered by two microphones and looking a bit exhausted, Valone roused cheers from the audience when he stated that this was the FIRST international future energy conference ever, and, "It's been a long time coming."

Valone insisted that the failure to develop alternative energy sources is due to our social consciousness, not from any technical limitations. He also mentioned that Tesla had promised the world cheap energy 100 years ago, and how industrialist J.P. Morgan figured that since the power couldn't be metered and therefore charged for, he pulled Tesla's funding. But Valone had persuaded some of the world's most forward-looking researchers and scientists to come and tantalize the audience with new energy concepts, so he quickly introduced the first speaker, Ken Shoulders.

Bruce Perreault's New Hampshire-based company, Nu Energy Horizons, is a leader in research for clean economical energy. Their website states, "Bruce in an inventor that marches to a different drummer. His ideas, though unconventional, are not out of touch with

reality. Bruce's strong individuality enables him to stick to his ideas despite the fact that some people feel they are unconventional. Although his lab is small, his ideas are expansive."

Perreault is a principal investigator into early discoveries by T. Henry Moray, an inventor who first opened the door to radiant energy power generation in 1911. At that time, Mr. Moray powered a 16-candlepower carbon-arc lamp (at 50% light output) with a simple electrostatic charge obtained from an antenna and ground connection.

Dr. Peter Graneau listens intently as Bruce Perreault explains the principles behind his "Radiant Energy Generator."

Mr. Perreault exhibited one of his "Radiant Energy Generators" at COFE, a device based on the work of T. Henry Moray. Apparently, active Perreault valves, similar to Moray valves, utilize a pumping effect to siphon electrons from the earth to be stored in high voltage capacitors. A second stage converts the high voltage charge into usable power at any frequency. This innovative generator utilizes energy-releasing nuclear reactions that involve radioactive ores. The reactions involved do not generate toxic by-products as is normally associated with nuclear reactions. Mr. Perreault is also exploring other avenues that may do away with the need for radioactive materials all together.

Dr. Graneau feels the heat generated by Bruce Perreault's radiant energy device.

According to Perreault's abstract, "The radiant energy power generation process artificially induces and controls nuclear energy…with a system that requires electronic circuits currently used in radio frequency applications." The device is further explained in a recent Exotic Research Report: "Bruce uses a unique on-board circuit to efficiently absorb the charged particles that are expelled from naturally decaying radioactive ores. Electric power is generated by a catalytic reaction within his specially designed tube called a 'Perreault Valve.'"

Perreault also demonstrated a "star mode" between two electrodes. "This effect," he explained, "has never been accomplished, until now, without the use of grids." The secret is in the electrode coating which is the result of a collaborative effort between Perreault and Calvin Bahlmann. The coating allows perfect ion recombination in air. Placing these electrodes into a deuterium atmosphere creates a highly efficient environment for clean nuclear fusion. These star-mode electrodes can also be used with Perreault's power generator with the star mode stabilizing the output.

Bruce Perreault is convinced that there are hidden sources of energy that could provide us with all of our power needs for countless generations. One such source is Polonium which releases more energy than any single element yet discovered. In fact, Polonium is 5,000 times more powerful than radium. The energy released by its decay is so great that a capsule containing about half a gram reaches a temperature above 932 degrees. The problem with Polonium is its rarity as a natural element; so scarce in fact that a ton of uranium ore contains only about 100 micrograms. Perreault has solved this problem by extracting the gas that is generated by radioactive ores. This gas decays to polonium in about three or four days. Perreault points out that polonium is a pure alpha emitter and that all its alpha radiation can be absorbed within one of his tubes and converted to electrical power. This makes it an attractive lightweight source of energy.

In a 1999 paper entitled Symposium on Radiant Energy Proceedings, Perreault describes the inner workings of his small cylindrical device known as the Perreault Radiant Energy (RE)-Valve: "In a nutshell, polonium is deposited on a thin wire forming a cathode which emits electrons (electricity). These electrons rush toward the cylinder's anode, thus, generating electrical current." This is no ordinary "atomic battery." The plated polonium heats the cathode wire dislodging millions more electrons than a cold cathode would in a conventional atomic cell. Perreault states, "My unique tube  generates the high-voltage normally associated with atomic batteries, however, one of its unique characteristics is that it also converts the heat of the polonium to amperage.  A little extra amperage goes a long way in increasing the wattage to high levels."

Bruce Perreault's Radiant Energy System is a closed system, has zero emissions, makes no noise and there are no toxic by-products. We have a complete copy including photomicrograhs of Perreault's lecture in PDF (Adobe Acrobat) format for you to download. It is 266 Kb. The 1999 Conference on Future Energy succeeded in offering a forum for innovative technologists and engineers who are working hard to improve the lives of all mankind. The Integrity Research Institute is to be commended for their efforts to address the environmental issues associated with burning fossil fuel and for the hope that with more research and support, future energy systems will eliminate carbon emissions, once and for all. If you would like more information about this fascinating conference, IRI is offering videotapes and CDROMs of the conference proceedings. Also available is a 200-page hardcover book of the proceedings of The First International Conference on Future Energy (COFE) for $40.00.
